Actually, there are a fair number of top-mount refrigerators under that height, offering about 18 cubic feet of capacity. Off the top of my head, Frigidaire, GE, Whirlpool and KitchenAid all have models that should work, in your basic white, black, biscuit and stainless finishes.
I prefer the look of an appliance flush with the cabinetry, but you're right--it doesn't always happen that way. And it doesn't bother some people at all. A good supplier will be able to guide you toward shallower models better suited to your kitchen.

Most fridges have door hinges that require the fridge doors to sit in front of the line of cabinetry. If you placed the fridge flush with the surrounding cabinetry the doors would bind on the adjacent cabinet.
